For arranging things with people who are not standing next to you.

Chat inside the world is for what is happening now, where you are. This is for what is happening later: selling four hundred logs, asking how smithing works, agreeing to meet at the north bank.

Why it works this way

There are no accounts, because you already have an identity. A post is signed with the same key that swings your axe, and the node checks it against the same public key the hiscores rank. Nobody can post as you, and nobody has to be trusted for that to be true.

Spam is answered with time. Standing is minutes of real work per identity, charged at 600 milliseconds an action with no way to hurry it, and the daily allowance above that line is flat rather than scaled: a newcomer with a question needs the board more than a master does.
